The value of your property may be maximized by selling your property to a developer/builder. In order to do this, the property may need to be “rezoned” and “engineered” to achieve its full financial potential.


“Rezoning” is a change in the zoning classification of a property from an existing district to a different district, such as from R-1 residential (1 dwelling unit per acre) to R-2 residential (2 dwelling units per acre). The “engineering”, sometimes known as the site and subdivision plan process, is a set of construction documents submitted to the County for review and approval. Our expert team is prepared to answer any questions you may have regarding this process.

Rezoning Process

The rezoning process consists of the preparation and submission of an application and associated documents by the developer/builder to the county. Any rezoning proposal is subject to a detailed review and analysis by staff and public hearings before the Planning Commission and the Board of Supervisors. The rezoning of land can only be approved by the Board of Supervisors.

Engineering Process

After the property has been rezoned, the developer/builder starts the design phase, which results in the submission of construction documents to the county. The plans are submitted to the county and outside agencies for 1st review (outside agencies include VDOT, FireMarshall, FCWA, Park Authority, and Urban Forester). The design must conform to the various regulations and codes put in place for safety and environmental protection.

Activity Timeline

The following is a summary of the estimated time to rezone and engineer property. The timeline may vary depending upon the complexity of the rezoning case, county staff availability and the number of rezoning /engineering plans being processed at any given point in time.
